Unlimited Xi Presidency in China: Implications for India

What does the removal of term limits for the Xi Jinping presidency in China mean for the developing world and, in particular, for South Asia?

One possibility is there could be a demonstration effect. China’s decades-long rapid economic growth has been a source of envy and inspiration for many countries in the developing world. Some like Vietnam, for instance, have used China as a model in launching its own opening up and reforms process. Other countries, including many in South Asia, have seen Beijing as an alternative to the West for financial resources and capital.

With Xi’s latest move, an ambitious autocrat could try to sell the idea to his people or elites that matter that he – and he alone – holds the solutions to a country’s problems.

And often, as in the case of President Abdulla Yameen in the Maldives, who has imposed a state of emergency in the island nation, they will do so with considerably less finesse than Xi. Continue reading “Unlimited Xi Presidency in China: Implications for India”

The Doklam Standoff and After: Whither India-China Relations?

The standoff between China and India in the Doklam area of Bhutan has been resolved with each government putting out differing versions of the exact terms of the settlement. But it is certain that status quo before 16 June this year has been restored. The Chinese have stopped their road construction in the area, which had led to the Indian action in the first place and Indian troops have pulled back to their positions.

The Chinese government has sought to sell the deal as a case of the Indians having blinked, of having bowed to Chinese threats and coercion. It is doubtful that the line has much purchase even within China where the netizen community might have constraints on their conversations but are not stupid and not entirely without access to information from the outside world. भारत के राष्ट्रीय सुरक्षा सलाहकार अजित डोभाल बीजिंग में ब्रिक्स देशों के राष्ट्रीय सुरक्षा सलाहकारों की बैठक में शिरकत करने चीन पहुंच चुके हैं। सभी निगाहें इस तरफ हैं कि क्या भारत और चीन इस मौके पर भूटान के डोकलाम क्षेत्र में बने तनाव को समाप्त करने में सफल होंगे। लेकिन दोनों देशों के आधिकारिक बयानों पर गौर करें तो लगता है कि चीन किसी सूरत पीछे हटने को तैयार नहीं है। न केवल इतना बल्कि वह भारत के खिलाफ तीखे बयान भी दे रहा है। मांग कर रहा है कि उसके क्षेत्र, जिसे वह अपना होने का दावा कर रहा है, से भारत अपने सैनिकों को पीछे हटाए।

Doklam Reminder: Need for Indian Redial in South Asia

The standoff between Indian and Chinese forces at the Doklam plateau in Bhutan is now over a month old and though diplomatic efforts have continued, no early solution appears to be in sight. India’s national security adviser, Ajit Doval, is in Beijing for the BRICS NSAs meeting. It is possible that on the sidelines, he will be able to engage with Yang Jiechi, his counterpart in the special representative mechanism between the two countries. One should remain hopeful that these talks in Beijing will lead to a satisfactory resolution of the impasse and pave the way for relaxing tensions between the two countries. Confrontation will be damaging to the interests of both countries and is best not allowed to persist.

Such confrontation is also not in the interest of Bhutan, India’s neighbour with which there is a special relationship of mutual trust and understanding. The two countries have shared security interests, acknowledged in the revised bilateral treaty concluded in 2007. Any threat to Bhutan’s security will always be a major concern to India and similarly a security challenge to India will impact Bhutan as well. China’s encroachment on Doklam is often characterised as a security threat to India, particularly to the narrow Siliguri corridor linking India’s North-East to the rest of the country. But it is also a threat to Bhutan whose main communication links south also traverse the same Siliguri corridor. Doklam: Understanding Chinese Actions in Bhutan

Following the latest confrontation between China and India in the Doklam area of Bhutan, there is clearly an edge to the repeated Chinese calls to India to ‘immediately pull back’ Indian troops to their side of the boundary.

The Chinese have stressed that this ‘is the precondition for any meaningful talks between the two sides aiming at resolving the issue’.

India-China Face-off in Doklam: Need for both Resolve and Prudence

The latest face-off between the Indian and Chinese security forces in Doklam, where the borders of India, China and Bhutan meet, brings a sense of déjà vu. There was a similar extended face-off in the Depsang area in Ladakh in April 2013. There have been other incidents as well but the mechanisms in place to maintain peace and tranquillity at the border have eventually worked and the issues have been resolved. Both sides have remained committed to preventing escalation. One hopes that the Doklam incident will not be allowed to vitiate the relationship between the two countries, particularly in view of the fact that Prime Minister Modi and Chinese President Xi Jinping reportedly had a friendly meeting on the sidelines of the recent meeting of the Shanghai Cooperation Organisation (SCO) in Almaty. Both leaders made a special effort to put relations back on a positive track after a somewhat prickly interlude, which included India’s refusal to join the Chinese-led One Belt One Road initiative. This turnaround in relations must not suffer a setback as a result of the latest incident. This may impact the prospects of a possible bilateral summit when the leaders attend the forthcoming G-20 summit in Hamburg. Political Embers Flare as Tawang Contends for the Dalai Lama’s Reincarnation

The Dalai Lama’s visit to Tawang district in Arunachal Pradesh from April 7 to 11 garnered plenty of media attention. One of the most prominently discussed questions centered around the Dalai Lama’s reincarnation.

The Chinese side was unequivocal in not only objecting to the visit but also commenting on the reincarnation issue. The Chinese position, as encapsulated in remarks by scholars from important Chinese think tanks, is that the Dalai Lama’s reincarnation has to be approved by the Chinese government and selection has to be based on a combination of not just “historical rules” but also current “Chinese laws.” The reference to Chinese laws is with respect to the 2007 State Administration for Religious Affairs (SARA) regulation delineating procedures for the selection of reincarnated monks, including eligibility conditions, application procedures and the government and religious institutions to be approached for approval. The regulation basically excludes “any foreign organization or individual” from the reincarnation selection process, obviously in an attempt to legitimize China’s authority and exclude the Tibetan Diaspora (and others) in the selection of the next Dalai Lama.

The Chinese have consistently maintained that any reincarnation must be determined on the basis of the late 18th century procedure instituted by the Manchu Qing rulers of China. Under this “golden urn system” of selecting reincarnations, the names of prospective candidates would be placed in an urn, from which lots would be drawn to pick the real incarnation. Therefore, any other method being suggested by the Dalai Lama is seen as contrary to established rules and illegitimate, for it denies the Chinese government’s authority in the process.

Dalai Lama in Tawang: Religion and Politics in Play in India–China Relations

Amid loud protest from Beijing, the Dalai Lama is slated to visit Tawang in the Indian state of Arunachal Pradesh from 5–7 April. The visit follows a public meeting with the president of India in December 2016 — the first in some 60 years — and a mid-March address at a major Buddhist conference in the state of Bihar, where the Dalai Lama shared the stage with India’s minister of culture.

Dalai Lama at the Namami Brahmaputra River Festival in Assam: Mixed Signals for India-China Relations

His Holiness the Dalai Lama graced the Namami Brahmaputra River Festival[1] in Guwahati as chief guest, on 2 April 2017, as part of a 14-day visit to Assam and Arunachal Pradesh. Assam Governor Banwarilal Purohit, Assam Chief Minister Sarbananda Sonowal and several state cabinet ministers received him at the banks of the Brahmaputra in Guwahati. The Assam Government and the New Delhi-based research think-tank India Foundation, jointly organized this particular event hosting the Dalai Lama.[2] This visit combined with the Dalai Lama’s subsequent itinerary covering Tawang and Itanagar in Arunachal Pradesh lends itself to some questions about India’s China policy and in particular, the link between the boundary dispute and aspects of river-management and -sharing between India and China. Indian Parliamentarians in the 16th Lok Sabha on China: 7 July 2014 -11 May 2016

One way to understand Indian perspectives on China is to examine the nature of questions asked by Members of Parliament (MPs) and the respective answers by concerned Ministries. This piece highlights some critical issues related to China that Indian MPs have raised in the 16th Lok Sabha (LS) thus far. In total, there have been 81 China-related questions from 7 July 2014 to 11May 2016.  Out of these more than 70 per cent were directed to three ministries – Ministry External Affairs (MEA), Ministry of Commerce and Industry (MoCI) and Ministry of Defence (MoD). In addition, this report will also examine the party and the geographical affiliations of the MPs raising questions and assess whether these connections have any bearing on the nature of questions asked.
