China’s bid for technological advancement proceeds with unprecedented vigour. Procuring technological know-how from foreign sources, often in violation of global norms pertaining to the protection of intellectual property (IP), has been a prominent component of China’s tech strategy. Therefore, many of the world’s
repositories of technology now feel compelled to introduce a strategy of technology denial in their relations with China. It is observed that there is substantial heterogeneity in the developed world’s response, with convergence against certain Chinese practices and ambivalence in the case of others. The essay explains this heterogeneity by observing both systemic and unit-level factors.
