China has emerged as a leader in a wide range of industries, from steel and shipbuilding to electric vehicles and batteries. China’s success in these areas has been driven by long-standing industrial policy efforts, such as ‘Made in China 2025’. What are the policy tools and strategies the Chinese state uses to support its industries? Who are the key players in this process, from state-owned enterprises to local governments? What are the structural advantages and weaknesses of this approach? What does this mean for India and the rest of the world? This presentation will offer some answers to these questions by looking at several cases and industries. Thereafter, China’s efforts to use industrial policy to shape future emerging industries such as AI and robotics will be discussed.

 

Speaker

Kyle Chan is an American postdoctoral researcher in the Sociology Department at Princeton University and an adjunct researcher at the RAND Corporation. His research focuses on industrial policy, clean technology, and infrastructure development in China and India, drawing on several years of fieldwork in both countries. He has testified as an expert witness on China’s industrial policy before the U.S.-China Economic and Security Review in Commission. Dr. Chan also contributed to the UN Industrial Development Organization’s project on the “Future of Industrialization.” He has a Ph.D. in sociology from Princeton University as well as degrees from the London School of Economics and the University of Chicago.

Ravi Bhoothalingam is a scholar and business leader with degrees from St. Stephen’s College, University of Cambridge, and Harvard Business School. Trained by renowned Sinologist Joseph Needham, he has deep expertise in psycholinguistics, the scientific method, and Chinese culture. He has led expeditions across China, Xinjiang, Mongolia, Tibet, and Myanmar. His corporate career includes senior roles such as President of The Oberoi Group, MD of VST Industries, Director at ITC Ltd., and Head of Personnel Worldwide at BAT plc. Ravi has served on multiple corporate boards and was on the Court of Governors at Administrative Staff College of India. He is a Fellow of the Royal Geographical Society and a Mentor at Ashoka University.
