The Third Plenary Session of the 20th Central Committee of the Communist Party of China held from 15 to 18 July 2024, highlighted that ‘opening up’ is a defining characteristic of Chinese-style modernisation. It further emphasised the importance of advancing this process by “expanding international cooperation and deepening reforms within the management system of foreign investment”, particularly in the energy sector (开放是中国式现代化的鲜明标识, “在扩大国际合作中提升开放能力”). Over the past decade, China’s electric vehicle (EV) industry has undergone rapid expansion, characterised by technological advancement and a robust domestic market. A defining feature of this development has been the strong collaboration and integration across the industry’s value chain. This Wednesday Seminar presentation examines the integrated development of China’s EV industry through an analytical framework of China’s unique experience to promote industry growth through enhanced industrial chain collaboration and integration. The presentation highlights the critical role such collaboration plays in leveraging the comparative advantages of various industry segments, thereby strengthening the overall international competitiveness. It also explores China’s potential pathways for advancing high-quality development of other strategic emerging industries through similar collaborative and integrative approaches.

 

Speaker

Saheli Chattaraj is Assistant Professor of China Studies at Somaiya Vidyavihar University. She previously served as a China Consultant at the Centre for Contemporary China Studies, Ministry of External Affairs, Government of India, and was a founding faculty member at the China Studies Centre, Jamia Millia Islamia. She is associated with the Encyclopaedia of India-China Cultural Contacts. A fluent Mandarin speaker, she has worked as a bilingual simultaneous interpreter at high-level bilateral and multilateral forums, including BRICS and the SCO.

 

Chair

Santosh Pai is a dual-qualified cross-border lawyer offering legal services to clients within the India-China corridor. He holds a B.A., LL.B. (Hons.) degree from NLSIU, Bangalore, LL.M. (Chinese law) from Tsinghua University, Beijing and an MBA from Vlerick University, Belgium. He is currently a partner at Dentons Link Legal, an Indian law firm. He is a member of CII's Core Group on China, and Treasurer and Member of the Governing Council at the Institute of Chinese Studies, New Delhi. His major research interests include India-China economic ties, comparative law and policy, and cross-cultural negotiations.. Decoding China: Hard Perspectives from India(Bloomsbury India, 2025) and China: Indian Perspectives on China’s Politics, Economy, and Foreign Relations (The Hindu Group, 2025) are his recent publications. His manuscripts Practical Guide on Investing in India for Chinese investors (China Law Press, 2017), Indian Company Law (China Law Press, 2019), Arbitration Law and Practice in India (China Legal Publishing House, 2021), and Legal Guide for Taiwanese Investors in India (Yuan Zhao, 2023) have been translated and published in Chinese. He has co-edited Chinese Legal System (1979-2021), Historical Development and Overview in English (EBC, 2021) and co-authored “Institutional Distances and Economic Engagement Between India and China” (China Report, Volume 53 Issue 2).
