In September 1995, the Fourth World Conference on Women (FWCW) of the UN adopted the Beijing Declaration and Platform for Action (BPfA), outlining a global roadmap for achieving equality, development, and peace. Based on the area of critical concern (E) Women and Armed Conflict in the BPfA, the UNSC passed Resolution 1325 on women, peace and security in October 2000, and later passed 9 other related resolutions, which together form the Women, Peace and Security (WPS) Agenda. The relevant content was also included in the 2030 Sustainable Development Agenda in 2015.
2025 is an important year for the 30th anniversary of the FWCW, the 25th anniversary of the adoption of Resolution 1325, and the 10th anniversary of the adoption of the 2030 Agenda. This presentation comprehensively evaluates China's achievements and challenges in implementing the WPS Agenda from multiple dimensions, including China's national stance, domestic policies, best practices at different levels, and academic development from 2015 to 2025. It recommends that relevant stakeholders should take practical measures to increase the number of women’s participation in foreign affairs and peace-keeping operations, incorporate gender equality into this agenda and value women's rights in preventing and resolving conflicts and post-conflict reconstruction. It also advocates enhancing gender statistics and fostering a culture of peace with gender equality, and a holistic approach to both the domestic and international situations, which addresses the interactive relationship between global and domestic governance.

Li Yingtao is a professor of international relations in School of International Relations and Diplomacy at Beijing Foreign Studies University, China. Her research areas cover gender and international relations, non-traditional security, peace studies, international organisation and global governance. She is the author of International Politics under a Gender Perspective (2003), Feminist International Relations (2006), Feminist peace Studies (2012), The Sustainable Development on Gender Equality (2016), and Women, Peace and Security in China: Historical Processes and Contemporary Practice (2021) in Chinese, as well as more than 100 articles in Chinese and English.
Chair
Usha Chandran is an Assistant Professor at Jawaharlal Nehru University and Honorary Fellow, at the Institute of Chinese Studies, New Delhi. She holds a PhD in Chinese on Gender issues in China from JNU. Her major research interests include gender issues in China and comparison with India, interface between gender and language as well as popular culture, women’s subjectivity in literature, and exploring Sociological methodologies to study the Chinese society. Major publications include book chapters and journal articles. She is currently working on an authored book titled, Gender Discrimination at Work in Urban China, and an edited volume titled, Gender in Language and Expression.
