Abstract
The presentation will contextualize the village elections in China in the framework of evolving state and society relations. Village election is conceived as one of the contours of democratization process in China. The other aspects of democratization are institutionalization of People’s Congresses, leadership transition, intra-party election, rule of law and social media etc. The presentation will deliberate upon the law and process of village elections in China. It will look into the powers and functions of elected Village Committee at the village level. It will examine role of CPC’s local committee in village election in the context of freedom of nomination, finalization of candidates and voting. How much autonomy the Village Committee experience is a matter of debate, however, the CPC leadership has emphasized from time to time its commitment to institutionalizing democratic election at the village level. Success or otherwise of this experiment will certainly play a role in shaping of state-society relation in China.
About the Speaker
Parimal Maya Sudhakar is pursuing Ph.D. in State and Society Relations in China in the Context of Globalization. He has recently visited two villages in the Yunnan province to study the village elections in China. Parimal has written a book in Marathi, Bhovatal, on India’s foreign policy and world affairs. He is a columnist in Marathi newspapers wherein he writes on contemporary issues in the field of international relations and national politics. Parimal is presently working as a Programme Coordinator with a Gurgaon based organization Society for Labour and Development.
