This presentation maps the changes and continuities in leadership in Tibet Autonomous Region (TAR) since 2012, when Xi Jinping became the General Secretary of the Communist Party of China (CPC). Based on an analysis of the career trajectories, biographical data and other sources, the presentation examines cadre management and appointments as a component of China’s Tibet policy. The presentation looks at leadership at prefecture, provincial, and national levels in the Party Committee of the CPC, Standing Committee of the CPC, People’s Congress, government, and the Chinese People’s Political Consultative Conference (CPPCC) at each level. It thereby seeks to answer the following questions. What are the general profiles of cadres in the TAR? What are the patterns of changing ethnic composition of cadres? What role does the aid to Tibet (yuanzang jihua 援藏计划) play in ethnic representation of leadership in the region? What does the cadre management and the patterns of appointments reveal about China’s Tibet Policy?

 

About the Speaker

Dr. Devendra Kumar is an Associate Fellow at the Centre of Excellence for Himalayan Studies, School of Humanities and Social Sciences, Shiv Nadar Institution of Eminence (SNIoE). Dr. Devendra holds a Ph.D. in Political Science from the Department of Political Science, University of Hyderabad, Hyderabad. His doctoral thesis examined the linkages between domestic politics and China’s approaches to the international order in the post-1978 period. His research interests include China and the international order, party ideology and political legitimacy of the CPC, territorial sovereignty questions in China’s peripheries, and political economy with particular focus on western regions of China, and intellectuals. About the Chair

Dr. Bhim B. Subba is an Assistant Professor at the Department of Political Science, University of Hyderabad, and a visiting associate fellow at the Institute of Chinese Studies, New Delhi. He is an Institute of Chinese Studies-Harvard-Yenching Institute China-India Doctoral Fellow, a Ford Student Fellow, and a recipient of the Confucius Institute Scholarship. His research interests are Chinese domestic politics and Communist Party leadership, comparative politics, and international affairs. His articles have appeared in journals, edited books, review blogs, and other online commentaries.
