Over the past several years, U.S.-China relations have deteriorated sharply. The two great powers are engaged in a profound competition over geo-strategic concerns, economic interests, and fundamental political values. Some political observers have gone so far as to raise the potential of a new Cold War. What domestic factors in each country are contributing to the ongoing and growing tensions between the United States and China? What measures might help arrest the current downward trajectory in the bilateral relationship? Dr. Elizabeth Economy discussed these issues, as well as their broader implications for other countries and for the future role of China and the United States on the global stage.

India-China relations are currently passing through a period of intense stress following recent Chinese intrusions across the line of actual control (LAC) and the border clash on 15th June. However, even before recent incidents caused a sharp downturn, India-China relations were troubled by a host of outstanding issues and concerns. There is currently deep anxiety and anger in India and government is under pressure to review the overall relationship with China. The ICS Conversation explored whether India-China relations are at a turning point, and what are the options and policy instruments available to deal with China. It examined whether a modicum of normalcy will be restored to bilateral relations if there is an early resolution of multiple stand-offs along the LAC; and the likely trajectory of the relationship if the present border situation gets protracted.

Cultural determinism and institutional determinism have been the primary instruments used by the CPC to legitimate its post-1989 authoritarianism, but the latter has been much more explicitly emphasized and firmly enforced under Xi’s reign. The supposed successful response of the CPC to the COVID-19 pandemic finally provided the legitimacy it sought to propagandize its institutional advantage: the PRC’s victory and the failure of the West showed that autocracy can be far more effective than democracy in responding to crises. It is predictable that the threat to mankind’s freedom from the CPC will be greater and more aggressive in the post-COVID-19 world.

The thekedar in India and the baogong tou in China are seemingly similar social actors; both are vernacular designations for labour contractors who typically band together a group of rural peasants for working in the urban sectors. Familiar to labour historians in the colonial context of India and in the late imperial and Republican periods in China, they are essentially traditional labour recruiters. Their historical presence is assumed to be confine to pre-industrial period or found most active in agrarian contexts. But what seems like an apparent paradox, the thekadar and the baogong tou made dramatic reappearance when India and China were ushered into the new economies since the early 1990s.
