We have had an extremely hectic couple of months at the Institute of Chinese Studies (ICS), with two major flagship conferences as well as our usual activities related to disseminating informed analysis and generating debates and discussions covering a gamut of themes related to China and East Asia.
EVENTS AND ACTIVITIES
The ICS organised a total of seven panel discussions in October and November, along with the 15th All India Conference on China Studies (AICCS) and the 5th India Forum on China (IFC) in November.
We conducted the 5th India Forum on China (IFC) from 26-29 November in collaboration with the India Office of the Konrad-Adenauer-Stiftung and with the support of Goa University. The theme of the Forum was The Communist Party of China in the ‘New Era’. The event was an outstanding success and the eminent scholars and participants from both India and abroad included Dr. Bhim B. Subba, Dr. Tsung-han Wu, Prof. Roger Chi-feng Liu, Prof. Alka Acharya, Prof. Heribert Dieter, Dr. Isaac B. Kardon, Dr. Shen Ming-shih, Dr. Priyanka Pandit, Dr. Anand P. Krishnan, Dr. Jabin T. Jacob, Prof. G. Venkat Raman and various scholars from different institutions like Jawaharlal Nehru University, New Delhi; University of Delhi; German Institute for International and Security Affairs, Berlin; Shiv Nadar University, Delhi-NCR; Shanghai University; US Naval War College, Newport; and from many others stating their views on a wide range of topics. We organised the 15th AICCS from 17-19 November with Indian Institute of Technology, Guwahati in cooperation with the Gauhati University and Omeo Kumar Das Institute of Social Change and Development, Guwahati and in partnership with the India Office of the Konrad-Adenauer-Stiftung. The Special Theme of this year was Connected Geographies and Cultural Interfaces. On the eve of the event, a curtain raiser was hosted on 16 November titled “CPC’s 20ᵗʰ Party Congress”. The conference was an outstanding success with distinguished speakers like Prof. Prasenjit Duara, Dr. Shannon Tiezzi, Prof. David Zweig, Prof. Manoranjan Mohanty, Prof. Lu Xiaoning, Dr. Aravind Yelery, Dr. Rityusha Mani Tiwary, Prof. Madhavi Thampi, Prof. Douglas Hill, Amb. Nirupama Rao and many emerging scholars from more than 35 institutions showcasing their research. The first panel discussion was held on Mechanisms Contributing to China’s Technological Progress on 2 November 2022. The panelist for the discussion was Prof. S. Ramakrishna (Rama) Velamuri, Professor and Dean of the School of Management, Mahindra University. The discussion attempted to document China’s meteoric rise over a relatively short period in the global innovation rankings of countries, explore the mechanisms the Chinese government leveraged to promote innovation and technology development inside the country, and facilitate the inward flow of knowledge and technology from overseas and what the future might hold for China’s scientific progress, technology development and innovation capabilities. The discussion was chaired by Prof. Varaprasad S. The second panel discussion was held on 9 November on Missiles Across the 38th Parallel: Implications for East Asia. The speaker for the session was Dr. Jojin V. John, Assistant Professor, School of International relations and Politics at Mahatma Gandhi University, Kerala. The discussion evaluated the recent developments on the Korean Peninsula and their implications for East Asia. The third panel discussion was on 23 November on Conducting Research in India as a foreign Chinese Scholar. The speaker for the session was Ms. Arianne M. Ekinci, PhD Candidate in Global/Asian History at the University of North Carolina-Chapel Hill, U.S. In the talk, Ms. Ekinci, a ‘China scholar’ from the U.S., used her research on the political belonging of the Uyghurs in their homeland and among the diaspora, to explore what the National Archives of India, New Delhi, has to offer for historians of China generally and Xinjiang-Uyghur studies specifically. The discussion was chaired by Dr. Debasish Chaudhuri, Assistant Professor, Guru Nanak Dev University, Amritsar and an Adjunct Fellow at the Institute of Chinese Studies (ICS), New Delhi. On 30 November, the fourth panel discussion was held on the topic of Joint Operations Capabilities of the Western Theatre Command of the People’s Liberation Army. The panelist for the session was Dr. M. S. Prathibha, Associate Fellow, East Asia Centre, MP-IDSA. The discussion focused on the PLA Western Theatre Command (WTC) military exercises and their efforts at integrating information command between services, to enhance the capabilities of different operational and support units to achieve assault options. The discussion was chaired by Commodore Venugopal Menon, former Indian Navy Official and currently a distinguished member of Chennai Centre for China Studies and Non-Resident Senior Fellow, International Development Security Cooperation, Manila. OCTOBER
In the month of October, the first panel discussion was held on the topic of the 20th Party Congress of the Communist Party of China: A Curtain Raiser on 12 October. The speaker for the session was Mr. Ananth Krishnan, the China Correspondent for The Hindu. The discussion explored three main dimensions of the then forthcoming Party Congress – personnel appointments, amending the party constitution, and setting the policy direction for the next five years – to assess how it will impact Xi Jinping’s third term, China’s politics and economy, and foreign policy. The discussion was chaired by Prof. Manoranjan Mohanty, Distinguished Professor at the Council for Social Development, New Delhi, and Emeritus Fellow, Founding Member and former Chairperson of the Institute of Chinese Studies (ICS). The Second panel discussion was held on 19 October on the topic of Active Defense in China’s Military Strategy: Deciphering Chinese Military Thinking. The panelist for the session was Dr. Amrita Jash, Assistant Professor at the Department of Geopolitics and International Relations at the Manipal Academy of Higher Education (MAHE) in Manipal, India. The presentation attempted to decode the underpinnings of ‘active defence’ in China’s Military Strategy, as noted in recent Chinese military activism in the Taiwan Straits, following the visit of US House Speaker, Nancy Pelosi, in August. On 26 October, the third panel was held on Liu Cixin and The Three-Body Problem: Global and Domestic Impact and Implications of Chinese Science-Fiction. The panelist for the session was Mr. Shanky Chandra, Assistant Professor and Head of the Chinese Studies Department, School of Languages at Doon University. The presentation focused on Liu Cixin’s famous trilogy, touched upon its influence on contemporary Chinese writers, critics and researchers; and its contribution to the development of the science fiction genre in China. Anand P. Krishnan, Visiting Associate Fellow, Institute of Chinese Studies (ICS), spoke on Class Politics, Labour and the Party in the New Era as a Panelist in Session 2 – “Ideas and Narratives”, on 27 November 2022, at the 5th IFC @Goa, organised by the Institute of Chinese Studies, New Delhi, Konrad-Adenauer-Stiftung, India Office, Delhi, and Goa University, at Heritage Village Resort and Spa, Cansaulim, Goa. He also joined the National Law School of India University, Bengaluru, as a Visiting Faculty for the November 2022-January 2023 Academic Term, teaching a course on State Capacity and Development: Comparing China and India.
Aravind Yelery, Senior Fellow, Peking University HSBC Business School, Beijing/Shenzhen and Adjunct Fellow at the Institute of Chinese Studies (ICS), presented a paper titled “Reassessment of methods and Tools of Research in Area Studies: Exploring the Inflection Points of Accessibility and Efficacy of Technological Tools” on 17 November, at 15ᵗʰ AICCS 2022. He was also a discussant on the panel titled “The Party and the Economy” at the 5ᵗʰ IFC @Goa.
Bhim B. Subba, Assistant Professor, Department of Political Science, University of Hyderabad and Visiting Associate Fellow, Institute of Chinese Studies (ICS), presented a paper on “Interpreting Elite Politics at the 20ᵗʰ Party Congress” on 27 November 2022 at the 5th IFC @ Goa.
G. Venkat Raman, Professor in the Area of Humanities and Social Sciences, Indian Institute of Management, Indore and an Adjunct Fellow, Institute of Chinese Studies (ICS), was awarded the prestigious Fulbright Nehru Academic and Professional Excellence Award for the year 2023-24.
Hemant Adlakha, Associate Professor, Centre for Chinese and Southeast Asian Studies, Jawaharlal Nehru University, New Delhi; Vice-Chairperson and Honorary Fellow at the Institute of Chinese Studies (ICS), presented a paper (online) on the topic Threat to Peace and Order in Asia – Power Games in the Solomon Islands in Symposium 3, titled “Asian Security and Cooperation” on 2 November 2022, at the Think Asia Forum held in Singapore (Hybrid mode). Ritu Agarwal, Associate Professor at the Centre for East Asian Studies, School of International Studies, Jawaharlal Nehru University and Honorary Fellow, Institute of Chinese Studies (ICS), delivered a lecture titled ‘Disappearing Countryside? Questions of land and peasantry in Rural China’ on 23 November 2022, organised by the Centre for Chinese and Southeast Asian Studies, School of Language, Literature and Culture Studies, Jawaharlal Nehru University. She also presented a paper (online) on “Sustainable development and the need for Regional partnership: View from India” at the China-Indian Ocean Rim Think Tank Forum on Sharing Opportunities through Regional Common Development, Kunming, Yunnan, on 20 November 2022.
Rityusha Mani Tiwary, Assistant Professor, Department of Political Science, Shaheed Bhagat Singh College, University of Delhi and Honorary Fellow, Institute of Chinese Studies (ICS), was invited as a discussant in the session titled “Party Governance and Leadership” on 27 November, at the 5th IFC @Goa. She presented a paper on “State of China studies in India: of Disciplinary and methodological Boundaries” at the 15th AICCS on 17 November, 2022. She also presented multiple papers on “Nehru and third world Internationalism”, “BRICS, NAM and other emerging forces in a global restructuring and Regional responses to COVID in South Asia” in the Bandung-Belgrade-Havana in the Global History and Perspective Conference organised by the Bandung Network in collaboration with ARSIP, National Republic of Indonesia, Universitas Padjadjaran, Bandung, Universitas Airlangga, Surabaya and Universitas Udayana, Bali, 7-14 November 2022. Veda Vaidyanathan, Visiting Associate Fellow, Institute of Chinese Studies (ICS), presented a paper on “India's Development Cooperation in Africa: The Case of ‘Solar Mamas’ Who Bring Light” on 17 November 2022 at an International Research Conference co-hosted by the United Nations University (UNU WIDER) and the European Commission on the Effectiveness of Development Cooperation in Brussels, Belgium.
